[Proposal] Prover Coordination: Sidecar

Sidecar Proving Proposal Summary I propose that we facilitate a very basic commitment and slashing scheme to delegate and coordinate proving rights for a given Aztec block. It’s expected that the sequencer chooses among a variety of 3rd party proving quotes, facilitated via an out of protocol marketplace.
